An Evaluation of the Presidential Systems of Two Turkic States in the Context of Legislative, Executive Branches and Budget Processes: Türkiye and Kazakhstan

Abstract: This study examines the Presidential Systems of Turkey and Kazakhstan from a comparative perspective. The similarities and differences between the legislative, executive and budget approval and approval processes of the two systems are revealed. The formation of the government system in different geographies, different historical backgrounds and different cultural requirements is examined. Turkey adopted this government system in 2017 and Kazakhstan in 1991. Turkey transitioned to a single-headed executive system in 2017. It has switched to the strict separation of powers model, which is considered the basis of the presidential system. In Turkey, the President is the head of the state and the executive. These two states implement the presidential system by shaping it according to their own conditions.
