THE PROBLEM OF DEFICIT OF QUALITY OIL PRODUCT IN KAZAKHSTAN

Abstract: The article develop problem of deficit in high octane gasoline inKazakhstan. There is paradox of production – the crude price is high and oil products price is low. So refinery margin is negative. Only low price Russian crude subsidies Kazakh refinery economy. Any modernization of refinery sector for last 10 year was crushed. What’s the reason of absence of modernization?
