Abstract: We considered the possibility of funding for the renewal of equipment of heating-system enterprises from external sources, appears when tariff setting is based on ROI. We suggested the method of estimating the financial resources necessary to upgrade equipment and evaluated the impact of the new method of tariff ratting on the rate and dynamics of tariffs.
