Strategic and indicative planning in small business

Abstract: The article discusses the features of methodological approaches to strategic and indicative planning in small business. A distinctive feature of planning in small business is the low level of resource provision, including professional staff, The situation implements the necessity to develop methodological approaches that would be not only adaptable, but not too time-consuming as well. Identified are also other factors inherent in small business and requiring consideration in the planning process: low level of diversification of capital, a limited range of goods (work, services) offered by the external business environment, high degree of dependence on the state, movements and working capital management. It is suggested to add to the planning function in the management of small businesses to achieve targets for improving level of competitiveness the proposed indicative planning using the tools of budgeting. The article also presents a possible structure and content of the strategic plan of a small enterprise operating in the service sector, as well as the tools of budgeting in the format of indicative planning with implementation control.
