Methodology of the strategic indicative planning in managing of the megaregion’s development based on model of integration and balanced interaction (on materials of the Moscow Region)

Abstract:
Methodology of the region’s economy management is based on the analysis of the processes of material, financial, labor and information resources reproduction, on the internal and external economic space formation on the study of economic interests and interaction of agents in various subsystems of the regional economy, on formation of regional economic clusters, on strategic planning development methods and their adaptation to the system features. The strategic indicative planning is a function and one of the most tools of megaregion management. To ensure the effective management it is necessary to elaborate substantiation criteria, and to develop appropriate system of evaluation indicators and their parameters. While developing the system of indicators a number of principles (compliance with goals, the ability to identify, clarity and reproducibility, the possibility to create a common format, the integration possibility) are considered. After having established these conditions a system of local indicators was created Their aggregation (integration) allows to identify the type of sustainability of the socio-economic development and to make appropriate adjustments to the management process. To assess the effectiveness of management of socioeconomic development the methodology is proposed. It allows to assess and to analyse the life quality presented by informalized methodological approaches based on the calculation and measurement of indicators, displaying health, living, life sustenance,income and life safety quality.
