Russian Journal of Industrial Economics, 2025, vol. 18, issue 3

Abstract: The study was conducted to substantiate the strategic use of transport infrastructure complexes as an instrument for developing the region’s logistics industry. The purpose of the study is to determine the possibilities for the effective use of transport infrastructure complexes for the strategic development of the region’s logistics industry. The article assesses the participation of transport-logistics corridors in ensuring the sustainable development of logistics systems and the integration of regions into international transport networks. To form competitive advantages of regions, reduce costs, and increase investment attractiveness, the strategizing methodology of Academician V.L. Kvint was used. A comparative analysis was carried out of the cases of Kemerovo Oblast (Kuzbass) and the Xinjiang Uyghur Autonomous Region (PRC), demonstrating the positive impact of large-scale investments and public–private partnership on the development of transport infrastructure. Based on the data obtained, a stepby-step plan for implementing the strategy for the development of the logistics industry was developed, which takes into account the use of digital technologies and the synchronization of regional priorities with global trends. The study confirms that a comprehensive approach to strategizing the transport system leads to sustainable economic growth and social stability of the regions. The results obtained are of important practical significance for regional policymakers and investors, contributing to the development of effective development programs and the strengthening of national economic security.
