Abstract:
International experience shows that information and communication technologies, has become one of the conditions for socio-economic development of many countries , and to provide guaranteed free access to information for citizens - one of the most important tasks of states.In recent years, use of the potential of information and communication technologies to improve the quality of governance, the efficiency of budget spending and the effectiveness of management decisions, it became a global trend.
