STUDENT SUPPORT IN THE CONTEXT OF STRUCTURAL CHANGE OF HIGHER EDUCATION FUNDS

Abstract:
Introduction or increase in the level of tuition fees observed in many countries is the reflection of the global tendency of “cost sharing†, i.e. shifting the costs of higher education from taxpayers to students’ families. The main reasons of the trend are the increase in the higher education demand and a higher-rate growth in its underlying costs. Student support systems in the West are being developed in line with the change of higher education situation. By contrast, state scholarship system of Russia is archaic, does not match the de-facto high tuition fees and needs reforming.
