Abstract: The article analyzes the criteria for classifying businesses to large, small and medium enterprises in different countries, including in Russia, the CIS, Europe, USA and Japan. These differences are not accidental, they are created by different concepts of small business and its role in the economic structure. Formed criteria are the result of the functioning of the economic and social systems. Practical interest in the article may be for researchers engaged in cross-country comparison of the activity of small and medium-sized businesses.
