Abstract:
The development of the regions in Russia is hampered by lack of cooperation between science, business and government. The triple helix model does not work, or works in a confined space. There are many reasons, including financial factors. The author tries to find the answer through the prism of the study of management processes in higher educational institutions, commercial organizations and Executive bodies. For these purposes, the system analyzes the attribute parameters in comparative mapping across three groups of organizations. The analysis shows large differences between attribute settings of the system of Executive authorities from the other two groups of organisations. Both considered the first law of systemology. The author proposes to transform the administrative processes through the interaction of the processes of management and education, and represents the basis of building this communication. Preference is given to the balance of tangible and intangible value systems. The convergence of three management processes and obtaining the similarity of attributive system parameters of the studied groups, organizations will generate new knowledge, new approaches in management and to develop the region.
