Abstract: The article identified the problem areas encountered in compiling state programmes and their subprogrammes affecting the effectiveness of program planning, identifies key ways to improve the effectiveness of the subprogramme on the example of "Transport engineering", the advantages of the practical application of the tools of the project method in the process of developing and implementing state programs for the development of the domestic industry.
