GOVERNMENT IN THE STRATEGY OF SCIENTIFIC AND TECHNOLOGICAL DEVELOPMENT OF RUSSIA

Abstract: We put forward the key thesis on the necessity of a systematic approach to strategic planning and management, such approach defines the requirements for the degree and quality of Government interference in the processes of knowledge and technology creation. Our research of the role of Government structures in the newly adopted strategy of Russia scientific and technological development have revealed several gaps in functional and structural aspects of Government involvement in executing a strategy of economy upgrading and creating innovative capacity.
