Abstract: In the article, the author considers the experience obtained from the transformation of the pension system during the transition from the USSR to the Russian Federation as well as during further improvements. The boundary conditions for the transition necessary to ensure conceptual, social and parametric continuity are described. Impact of liquidation of public consumption funds on a pension system is considered and volatility of a replacement ratio during the transition is analyzed.
