National Strategy in Managing Innovation and Technological Development

Abstract: The article is devoted to the specifics of the process of creating a regulatory framework for public administration of innovative and scientific and technological development during the years of economic reform in China. The stages of this process are highlighted and their characteristics are given from the standpoint of the formation and improvement of the state strategy for the development of the scientific and technical sector of the Chinese economy. Special attention is paid to the process of introducing market relations into the structure of scientific research and development and their subsequent commercialization and transfer. The increasing attention to the development of fundamental scientific research is shown. The analysis of positive and negative results in the process of implementing the concept of public administration of scientific and technological development in China is given.
