T. I. Yaskova () and M. A. Ilyin ()

International Trade and Trade Policy, 2026, vol. 12, issue 3

Abstract: The article presents the results of a study of the features of international trade in energy efficiency services as an emerging but strategically significant segment of global value chains. The relevance of the topic is due to the increasing importance of the climate agenda, the transformation of the architecture of world trade under the influence of the green transition and the increasing role of human capital as a factor of competitiveness of national economies.  The purpose of the work is to identify the role of human resources in the development of exports of energy–efficient services and to determine Russia's competitive position in this market. The methodological basis consists of the theory of global value chains, the concept of human capital, methods of comparative, statistical and SWOT analysis. The article analyzes the classification of energy efficiency services traded in international trade and the channels of their integration into global chains; the dependence of the country's export potential on the quality of human resources and the institutional environment is substantiated. An assessment of the current state, barriers and prospects of Russian exports in this area is given. It is concluded that Russia has a significant but insufficiently realized export potential in the field of energy-efficient services, which is confirmed by the continuing gap between a high level of fundamental engineering training and weak institutional support for foreign economic activity in this segment. Proposals were made to improve the effectiveness of the policy in the field of trade in energy-efficient services.Â
