The University’s Foreign Branch as a Tool for Exporting Russian Education (Case Study of the Branch in Dubai of the Plekhanov Russian University of Economics)

Abstract: In recent years, the Middle East has become one of the new vectors for the export of Russian education. Russian universities are making efforts to expand their presence in this region. The aim of the article is to present the results of a study of the features of a foreign branch as a tool for exporting Russian education, based on the case of the branch of Plekhanov Russian University of Economics in Dubai. The study includes a critical analysis of the relationship between such concepts as internationalization, integration, and education export. An assessment of the quantitative parameters of the internationalization and export of Russian education has been provided, with the identification of basic metrics at the national level. Based on a comparative analysis, the features of the regulatory framework for the licensing and accreditation of educational programs under the dual educational legislation of the Russian Federation and the UAE have been identified, using the case of the Plekhanov Russian University of Economics as an example. The methodological and instrumental basis of the study consists of content analysis and comparative analysis. The following conclusions have been drawn: the educational systems of the Russian Federation and the UAE have a low degree of integration, especially at the bachelor’s level; the UAE’s educational legislation grants universities greater freedom in developing educational programmes, while guaranteeing strict compliance with national standards in terms of confirming the quality of the programmes implemented and their close alignment with the needs and requirements of the national labour market through the licensing and accreditation procedures for each new educational programme. The practical experience of the branch of Plekhanov Russian University of Economics in Dubai may be of interest to Russian universities when developing their international activities strategy.
