Abstract:
The paper examines the extent to which international financial institutions influence the debt dependence of North African countries through the lens of criticism of financial neocolonialism. The objects of the study are issues related to the sustainability of external/public debt, an analysis of lending conditions, and the mechanism for ensuring debt sustainability – the LIC-DSF model, developed by experts from the International Monetary Fund and the World Bank to assess the debt sustainability of low-income countries. An assessment is provided of the IMF’s framework concept as applied to low-income countries. Conclusions have been drawn regarding the growing number of problematic issues related to debt in the countries of North Africa, and the absence of grounds to consider anti-crisis management models successful given the structural dependencies and asymmetric relations between the IMF and the countries in question. A possible alternative is the Chinese mechanism for providing financing. However, in the short term, it will not have a significant impact on maintaining debt sustainability due to the similarity in many respects.Â
