DIRECTION OF THE MASTER’S PROGRAM IN THE CONDITIONS OF UNIVERSITY TRANSFORMATION

Abstract: In the present paper the analytical data on the development of master’s programs in the National Research Tomsk State University in the period 2015-2017 is presented. Master’s degree is considered as a separate stage of higher education. However, it offers a great potential to transform the university. The paper represents the practical case of Tomsk State University, describing the background and the approach to a management problem. Essentially, it demands to involve programs developers into administration process. In addition, it requires analytical support of their interaction with current administration system. Case materials enable to ramp up the developers’ position as well as elucidate the gaps of the existing system of administration. Described management experiment follows the Tomsk State University’s Strategy of Transformational Control. Paper contains materials on organization of the afore-referenced experiment along with the results of its individual stages. Furthermore, it reports the logic of proposed analytical support program. An identified administrational problem along with the problem-solving within the transformational control outlined in the paper is of great interest.
