Abstract: The priority project of the RF Ministry of Education and Science «Universities as centers of development of innovations» has been planned as a long-term project; the life of the project is from October, 2017 to December, 2025. The main objective of this project is to ensure the global competitiveness of the Russian universities as well as the creation of at least 100 regional university centers of innovative, technological and social development by the end of the project. Thus, university centers of innovative, technological and social development of regions based on educational institutions have to be focused on solving problems of sustainable social and economic development of the constituent territories of the Russian Federation. The university center is a higher education institution which has been successfully qualified by the competition committee, and, therefore, announced as the winner of the competition.
