Students academic mobility in the context of education internationalization

Abstract:
The article falls under review category. Its aim is to systematize and analyze forms of student mobility and instruments of its state support in the Russian Federation in comparison with international approach. Existing international and national ratings, university performance efficacy monitoring include academic mobility. However it has not yet been identified as a management object and requires systematization and description in order to unify practice and development of various mobility implementation instruments at one educational institution. The article suggests integral classification of international student mobility forms on the basis of the following criteria: aim of mobility, period of mobility, institutionalization of mobility, inclusion into the teaching process. According to this classification the article systematizes existing approaches to student mobility implementation and instruments of its support in the Russian Federation in comparison with international practice. Relevant statistical data is provided. As a result of a review the article attempts to formulate single picture of existing trends in the field of student mobility support and development in the Russian Federation. Authors see that incoming mobility is the most developed type in Russia: it is aimed a obtaining full course of higher education and there is a working mechanism of its state support. Development potential for short -term mobility in the form of inclusive education and joint programs is implemented in a small proportion and is based on the system of agreements between separate institutions. State regulation is required to eliminate existing barriers. In particular it is necessary to broaden the network of partner institutions in the regions, develop modular teaching process, create competitive semester - long programs in foreign languages in the field technical sciences, humanities and natural sciences. It is also necessary to improve infrastructure and social support at the universities and upgrade level of life. We need further research into the existing practices, barriers and opportunities for each type of student mobility and also systematization of international experience. The question of real results and effective student mobility for students, educational institution and country in general remains open. The article sees complex social and economic phenomenon of student mobility as a management object and instrument of achieving educational goals. It is related to growing incoming and outgoing academic mobility, need for its planning, regulating, control and integration into the teaching process of the institution. The article is of interest for university specialists in the field of international activities and all lecturers involved implementation of programs with international component.
