Scholar journal publishing in university: new approach

Abstract:
The article falls under conceptual category and is devoted to state-of-the-art in university scholar publishing in Russia and its prospects. The paper aims to analyze the modern system of scholar periodicals in Russia, mission and prospects of scholar journals from the point of view of universities as its founders. Fundamental changes in Russian universities and in scholar publishing in last few years make this aim valuable. The study presents a brief historical review on international system of scientific publishing and analysis of its current state that is necessary to evaluate the place for Russian scholar journals in it. The authors discuss functionality and goals of university scholar journal in modern conditions. The necessity to create a new management system for university journals was stated; the example of such system in Peter the Great St. Petersburg Polytechnic University was presented. The paper gives specific recommendations on scholar journals modernization, separation of publisher's and editor's roles in university, maintenance of publication ethics. However, the paper introduces a new approach to scholar journals: authors analyze its mission in the university, the balance between university's and journal's interests, the relationship between the university as the founder and the editorial team.
