Local rule-making as a factor of increasing university management efficiency

Abstract: Some theoretical aspects of local rule-making in terms of education system reforming have been analyzed, the intensification of local legal control in the process of implementation of universities' activity is justified. The suggestions aimed at improvement of local rule-making at universities to increase the efficiency of their management are formulated.
