Young researchers in universities: attracting and keeping

Abstract: The article considers the problem of attracting and retaining young people in science and proved its relevance. In addition to the existing mechanisms in article offers a formalized method of solution of this problem. This method is focused on a specific goal and extra-budgetary sources of financing. The author proposes an algorithm for program realization of this method.
