Abstract: The article is devoted to Russian universities strategic development programs generation issues. The requirements of Ministry of education and science of Russian Federation to the structure of a development program for federal and national research universities are analyzed in the article as well as the conditions of the tender for support of universities strategic development programs. The strategic development model is considered, the requirements to the program and approaches to its implementation control are defined, including management by parameters and program-wide actions.
