The future of higher school in Russia: socio-economic contexts and critical situations (Delphi results)

Abstract: Results of survey concerning future of higher education in Russia in the time horizon to 2030 are presented; 730 experts from 39 cities in Russia, working in higher education (representing 79 universities), government and business are participated in this Delphi. Experts consider that situation in Russian higher education will be determined by competition between four scenarios of country development: commodity dependence, catching up modernization, local leadership, cognitive society. A map including seven possible critical situations for higher education in period to 2030 is submitted. In expert's opinion, critically low quality of entrants, stagnation of higher education and science within the bounds of commodity dependence script can become most expected and significant situations.
