Abstract:
The article presents an analysis of the development programmes of Russian research universities. The analysis focuses on the programmes ability to develop human resources capacity. The research methods used are the following: content analysis, comparative financial analysis, and system analysis. The article includes the current problems review, an assessment of the universities human resources policies as well as some possible ways of their improving.
