Abstract: Vision for the future of higher education in Russia, obtained from the results of interviews with experts and expert survey from 12 major Russian cities is presented in article. During the survey, the experts have compared the options of the future of higher education in Russia in the horizon until 2030; have defined the mission and functions of higher education; have rated probability and significance of possible critical situations; have identified an advanced technologies and formats of high school; have formulated general guidelines of state policy in higher education in Russia.
