Strategic IPR management: specifics of scientific educational complex

Abstract: The author offers a concept of strategic IPR management of the University scientific educational complex. The concept is based on features of University technology transfer process. The proposition is that University activity in technology transfer is not only for-profit one. Quite the reverse, it is also activity of public utility aimed at satisfaction of social needs in knowledge, with a necessary balance of economic interests of all the participants of technology transfer processes. The author reveals key aspects of intellectual property rights as subject to management, describes the ways of IPR protection in Russian Federation and proposes decisionmaking factors for choosing the way to protect IP.
