Abstract: Concepts policy and educational policy are introduced, outlining main aspects of educational policy definition. A new definition of educational policy is introduced. Historical experience of Russian educational policy development is given, based on documents devoted to development and upgrade of education. Examples of general education policy concepts in foreign countries are given. Special attention is devoted to problems of education policies creation and realization, document analysis, containing national Russian educational policy basis.
