Abstract:
The results of a survey carried out among experts having practical experience in the training and attestation of academic personnel are discussed. The survey concerned the problems of improvement of Ph.D. programs, revealing the key factors and the criteria of their efficiency and quality. The respondents in the survey represent many different areas of studies.
