Abstract: Conceptions and structures of Russian University Scoreboard and Database Russian University Policy Measures were developed by analogy with two benchmarking procedures of European innovation policy: European Innovation Scoreboard and Database European Innovation Policy Measures. These procedures can be the base for the Russian University Trend Chart project by the analogy with Trend Chart project on innovations in Europe.
