Abstract: This article probes and illustrates the consequences of raising co-payment and/or reducing reimbursement benefits on healthcare operations. For this purpose, a new bivariate count model with its properties is introduced. The model is named “disequilibrium bivariate Poisson distribution†. An analytic methodology and healthcare management implications are devised to perform data analysis by the healthcare managers. The Australian Health Survey of year 1977-1978 data are considered in the illustration. Thoughts for further research direction are suggested.
