Abstract:
We suggest to include equity considerations in the computation of the social discount rate used to assess climate policies. In general, the social discount rate modified in that way depends on the distribution of costs and benefits among individuals. In the long run however, the social discount rate is close to the one that would prevail if costs and benefits would only concern poor people. We perform a simulation exercise using the RICE-2010 model to illustrate this result.
