Abstract: Last fall marked the fifteenth anniversary of the Arab oil embargo. But judging from the attention given America's energy problemsduring the Reagan administration, it is almost as if it never happened. U.S. energy policy in recent years has drifted aimlessly--much asit did before 1973. As Yogi Berra" put it, "it's deja vu--all over again."
