Abstract:
This paper examines a translog production function for Germany, which is based on endogenous growth theory. The spatial econometric estimation of this function shows that involved factors of production have a significant positive effect on the output. The knowledge spillovers are quite weak, especially in East German regions. Because individuals do not internalize spillovers, a governmental intervention could be founded. Marginal products of labor and human capital vary, so wage agreements should be more flexible. Some peripheral regions seem to be short of human capital because many high skilled workers move away from there. Allen's partial elasticities of substitution show indirect effects of investment promotion on employment and of some job creation programs on capital-labor ratio.
