Abstract:
The most important aim of the programmes of labour market policy in Germany is the permanent integration of unemployed persons into regular employment. Besides microeconometric studies, macroeconometric approaches and estimations of costs and benefits are necessary to evaluate the different labour market measures. Microeconometric models using mostly matching methods are the basis for calculating the average effect of treatment on the treated. The data basis for microeconometric studies until 2000 were survey data sets. Now administrative data of the Federal Employment Agency is available to analyze group- , regional-, and programme-specific employment effects. However, differences due to the timing of the measures have not yet been analyzed. We estimate these effects of job creation schemes for participants and present the empirical results.
