UNEMPLOYMENT RATE AS AN INDICATOR OF REGIONAL RESILIENCE

Abstract:
Resilience reflects the capacity of a region to find the state of equilibrium, as a result of external impact. According to the economic literature, unemployment rate would be one of the indicators, sensitive enough to capture fluctuations in the state of equilibrium of regional systems, which would allow for assessing their resilience. We use this indicator to assess resilience of Romania's development regions in the pre- and post-crisis periods. Unemployment rate trends show that none of the regions have been reaching the state of equilibrium during the study period, except for one region in the pre-crisis periods. However, some of the regions have shown constant trends towards their state of equilibrium. The labor force aged 35-54 is one of the remarkable drivers to feed this trend. We recommend that a policy to promote regional resilience in the phase of economic turbulence be based on assuring jobs to this age group.
