Social Compact Key to Unlocking Growth in South Africa’s Agriculture

Abstract: South Africa’s significant twin challenges of rising unemployment and low economic growth have long been part of the policy discussion before covid-19. The major challenge is not the lack of policy ideas but a poor implementation record. This is not unique only to one sector of the economy, but across all sectors. When the reconstruction and recovery phase from covid-19 began, the social compact became a shared vision for driving growth in the economy. The agricultural sector is one of the major sectors of the economy where a social compact can yield positive results. This article focuses on this particular sector and outlines the nature of collaboration that business, labour and government should explore to unlock growth and support the failing critical institutions.
