INNOVATION LAW AND RETURN OF INDUSTRIAL POLICY IN BRAZIL: EVIDENCE THROUGH THE UNIVERSITY-FIRM RELATIONSHIP

Abstract: Innovation Policies can be good tools to assist in the formation of a System of National Innovation. Thus, the relationship between universities and the productive sector of a country is seen in literature as a result of these policies and bring gains in competitiveness resulting from advances in science and technology that these relationships generate in the economy. Therefore, the aim of this study was to characterize the evolution of the types of relationship and remuneration between research groups and companies in Brazil, in the years 2004 and 2010, since this was the period marked by the government that took over the Brazilian industrial policies. In order to do so, we used data from the CNPq Research Groups Directory, a tabular plan for those years, and applied non-parametric statistical methods of Principal Component Analysis (to concatenate the types of relationships and remunerations in large groups, in order to facilitate analysis) and Cluster Analysis (associated with plotting a chloroplast map) in order to verify some patterns of behavior or trends of changes. As a result, it is shown that the types of relations and remunerations between universities and companies can be summarized in two main components, there are indications that Innovation Law may have assisted in the Brazilian System National Innovation formation but no patterns of significant changes in the process of deconcentration of these relationships were found.
