Abstract: Espírito Santo is nationally recognized as an example of institutional evolution and constant improvement in the quality of its public policies in recent decades, but there was still no study of this type about its municipalities. The objective of this work is to verify whether the quality of municipal institutions in Espírito Santo positively influences their growth rates, using data from 2000 and 2010. Regarding the empirical strategy, the method of Least Squares in Two Stages is adopted, making the use of regression models for cross-sectional data (specific regressions for the years 2000 and 2010) and panel data (using a panel of indi-vidual fixed effects). The results reveal that the quality of institutions had a posi-tive impact on the growth of municipalities in Espírito Santo in both models.
