Abstract: This article discusses about Brazilian economy in the transformers 1990s, using the case of Mato Grasso do Sul to view that the national and regional economic dynamic can be so different. Then, while the first one is pushed by industry sector, concentrated in the center-south of the territory, the second has the economy based in the agriculture, mainly to exportation. In this way, analyzing the different productive structures in Brazil as a whole and the state of Mato Grosso do Sul, it can be seeing that a great opportunity was open in the favor of the state, but this chance was used only a little in amplifying industry and turn more complex the local economy. Nevertheless, this study affirms that window opportunity was not mean advantage inside a development local plan and, quickly international prices of commodities fall, the state will suffer. And the reason for this is that the state did not use this chance to improve its economy planning to achieve a large period of economic increase. Thus, the most important of this study is clarify that the regional development, like its programs and plans, need to be seeing in the long period perspectives to can catch up the opportunities which open and close all the time in national and international scenery.
