Abstract:
This paper aims to evaluate the efficiency of municipalities in the use of public resources in terms of social development and welfare. To deal with this issue, we suggest an indicator of social development wider than Human De-velopment Index (HDI-M) and compare the orders of the municipalities ob-tained for the metropolitan region of Sao Paulo. Three procedures are sugges-ted making use of data from the 2000 Census: a) the factor analysis, b) indices fuzzy technique c) the data envelopment analysis (DEA), which considered the HDI-M and the index obtained as products and municipal spending as inputs. The results indicate that cities with better positions in terms of social development are relatively inefficient in the use of the resource.
