Countering homelessness in the context of the common good principle

Abstract: Homelessness is often considered as arduous but permanent element of Polish society. Nowadays we can observe stagnation and even growth in the number of homeless people (this number is currently about 30.000). Taking into consideration the principle of common good and other constitutional principles, homelessness cannot be accepted. Once again public institutions should reanalyse its obligations towards homeless people in the human dignity perspective. Article presents not only rights and obligations of the local authorities but indicates negligence in regulation of defining tasks of the general government and lack of national strategy in this field. Looking at the question of preventing homelessness through the common good principle can result in finding new ways to diversify legal forms of administration and application of different measures.
