Abstract: Basic economic wise would argue that sustained per capita growth can not be achieved by investment and macroeconomic conditions only, if they are not supported by an increased level of technological progress and investing in people, enhancing the value of capital and labor force. In this sense, the shift from exploiting resources to exploiting knowledge is the milestone of the shift from cost-based competitively to value-based competitively. The economic and social growth are conditioned by the quality of work resources and by the productive and alocative efficiency of using them. The studies show that Romanian labor force has lacks in qualification therefore the educational system must be reoriented in concordance with the demands on the work market. On the other hand, the employment and social inclusion dimension of the Lisbon summit aims to define a comprehensive framework for ensuring that Europe will have a skilled, well educated and competitive labor force, which will be better able to adapt to change. So, Romania has to follow current European trend and to take into account the fact that the economy performances and the ability to stand against the international competing pressures are directly related to the quality of the human factor and to the structural modification of the labour force.
