Abstract: The strategies and the policies for increasing the occupation level of the manpower and diminishing the unemployment are approached in an integrated manner, in a close correlation with other programmatic or conceptual documents having as unitary objective the economic growth and the social renewal in all the Union. In the context that shows clearly that the occupation represents a priority of the European Union, the occupation level becames a criterion taken into account in all other initiatives and actions of the European Union. What makes the difference between the European Union and other developed economies is exactly the manner this questions is approached: not isolated but in a close interrelation with other European policies, especially those concerning the social protection and the cohesion.
