THE PRINCIPLES OF THE LOCAL BUDGETARY PROCESS IN THE LIGHT OF THE NEW LAW OF LOCAL PUBLIC FINANCES

Abstract: Being a succession of stages through which the local budgets are crossing as financial balances, in connection with the substantialisation and the achievement of the registered indicators in these, the local budgetary process is ruled by a series of principles. These are a synthesis of the budgetary practice but also of the demands and of the exactingness supposed by the process of elaboration and execution of every budget. Also, the local public finances’ legislation is based on these principles and enhances them to the rank of juridical norm. The applicable principles of the local budgetary process are those of: universality, transparence and publicity, unity, anuality, budgetary specialization, equilibrium, solidarity, local financial autonomy, proportionality and consultancy.
