Abstract: Undeclared labour in some member states has become one of the mutual interest issues in the field of employment. Its combating may have a significant impact on EU states’ public finances and fiscal policies. At present, there is no common strategy for fighting against this type of crime. There is a diversity of practices currently applied in each state. Still, we can distinguish between two broad policy approaches: a dissuasion approach, by means of which is attempted the identification and punishment of non-conformities, and an approach focused on the positive encouragement of conformity. According to the first approach, the target is the identification and sanctioning of those practicing undeclared labour. The favouring approach comprises measures by means of which it is rather attempted to facilitate the officializing, more than the punishing of the unofficial employment of the work force. In spite of these measures, until the present, the process of undertaking the initiative to create a commitment towards „fiscal ethics” was relatively slow. In this paper I will analyze these approaches and identify policies to combat undeclared work in some EU countries.
