Abstract:
Romania's integration in the European Union (EU) imposes new requirements of human capital, creating new challenges for the sector. At this time the Romanian economy requires a competitive workforce with new skills and qualifications. To meet these demands, the Government should (i) increase the efficiency and equity of education in the context of decentralization by introducing student funding formula, school network optimization and training of managers in education, (ii) to raise the quality of education, first through better management of human resources, (iii) create more opportunities for retraining and continuing education, and (iv) to increase effectiveness by developing a coherent strategic program of reform, planning, administration and management of the sector.
