Determining the differences in the absorption of EU funds between two European economies, Romania and Bulgaria

Abstract:
The aim of this paper is to identify whether there are major differences in the absorption rate of funds between Romania and Bulgaria, and what factors determine these disparities. The analysis of the absorption rate is essential, as it assesses the capacity of a state or region to efficiently use the available financial resources, especially within the framework of the Cohesion Policy, which is considered the most important investment policy of the Union. In this case, ANOVA and a fixed-effects panel model were used for the period 2007–2020. Thus, covering the Multiannual Financial Frameworks 2007–2013 and 2014–2020, the results showed that, even though the absorption rates of the two countries are similar and show continuous progress, they remain below the European Union average. The research also makes a significant contribution to empirical studies on the factors influencing absorption capacity in these two economies.
