Ex-Post Analysis of the 2018 and 2019 Market Facilitation Programs

Abstract: To assist producers affected by retaliatory tariffs, the USDA provided direct payments to producers in 2018 and 2019 under the MFP. This paper examines MFP payment rates at the county level and finds an increase in the 2019 payment rate for some producers who grew corn in 2019, while some producers who grew soybeans, saw smaller increases or a decrease in the 2019 rate.
